Fulton County commissioners approve $281,922 in payables, appointments and $160,000 opioid fund allocation

The Fulton County Board of Commissioners on Dec. 16 approved routine minutes and payables, confirmed several appointments and reappointments to county boards, authorized personnel changes in the Domestic Relations office and approved a $160,000 allocation from Opioid Settlement Funds to expand recovery services.
Chairman Randy H. Bunch called the meeting to order. Commissioner Steven L. Wible moved to approve the Dec. 9, 2025, Commissioners' meeting minutes and the Dec. 9 Retirement Board minutes; both motions passed with all commissioners voting in favor. Commissioner Hervey P. Hann moved to approve payables dated Dec. 16, 2025, in the total amount of $281,921.91, including $214,588.09 from the General Fund and $46,105.21 from Opioid Settlement Funds; that motion passed unanimously.
The board met with Domestic Relations Director Tina Gress on department matters. Commissioner Hann moved to dismiss a Domestic Relations employee effective Dec. 8, 2025, and to advertise for an "Enforcement Officer 1" position both internally and externally; both motions passed with all commissioners voting in favor.
Commissioner Wible moved to retroactively approve a renewal of Momentive Software, Inc. for the Fiscal Department at an annual price of $1,660.48; the motion passed unanimously. Commissioner Bunch moved to approve and execute a request from the Sheriff's Department for physician services for an inmate at the Bedford County Correctional Facility; that motion passed.
The board approved an appointment of Thomas Peppernick to the Fulton County Industrial Development Authority Board of Directors for a four-year term ending Dec. 31, 2027, and reappointed Margie McGuire (contractor), Paula Shives (member-at-large), Thomas Morton (elected official) and Daniel Schriever (member-at-large) to two-year terms on the Fulton County Agricultural Land Preservation Board ending Dec. 31, 2027. Commissioner Bunch also moved to approve and publicly advertise the 2026 Commissioners' meeting dates in the Fulton County Newspaper; the motion passed.
On a request from Executive Development Director Julie Dovey, the commissioners approved a plan to use $160,000 in Opioid Settlement Funds "to expand Certified Recovery Specialist services by adding another CRS to the Fulton County Family Partnership Team." The meeting included two brief executive sessions for personnel matters and a note that a DCED financial monitoring interview scheduled for 11:30 a.m. was canceled at DCED's request and will be handled by SEDA COG and the chief clerk.
The meeting adjourned at 11:45 a.m.
