Fulton County commissioners adopt 2026 tentative budget, approve personnel and administrative actions

FULTON COUNTY — The Fulton County Board of Commissioners adopted a tentative 2026 budget and approved a series of personnel and administrative measures during its Nov. 25 meeting.
Commissioner Hervey P. Hann moved to adopt the 2026 tentative budget as presented by CFO Mike Lamb and Fiscal Administrator Sue Reed; the board set final adoption for Dec. 30, 2025. The motion passed unanimously. The tentative budget will proceed through the county’s normal review process ahead of the final vote.
During a discussion of personnel and human resources, the commissioners met with HR Administrator Mary Huston regarding proposed amendments to Section 212, “Employee Benefits,” of the county HR manual. Commissioner Steven L. Wible moved to accept Huston’s proposal and asked Huston to return revised language for formal approval at a later meeting. The motion passed unanimously.
The board also approved a personnel change in Veterans Affairs: Commissioner Hervey P. Hann moved to allow Veterans Affairs Director Richard Newman to work the equivalent of 30 hours per week, qualifying him as a full‑time employee for benefits purposes because of additional duties assigned by the Commonwealth related to the Disabled Veterans Real Estate Tax Exemption. The motion passed unanimously.
The meeting included several routine financial and administrative approvals. Commissioner Hann moved to approve payroll dated Nov. 28, 2025, in the amount of $125,126.16 and payables dated Nov. 28, 2025, in the amount of $674,010.68, which included allocations to the General Fund ($213,274.44) and HSDF/HSBG ($299,742.00). The board approved vendor invoices including William Penn Printing ($4,487.70), Elect IT Solutions (Dec. IT staffing, $9,854.00), and HART license and support ($11,815.00). All motions were unanimous.
Other administrative actions included authorization for Interim County Treasurer Amy Bishop to obtain a county credit card for the treasurer’s office and retroactive approval for Chief Clerk Stacey M. Shives to electronically execute Krivak Trust signatory documents related to the treasurer transition. The board also approved a CCAP PCoRP final installment contribution of $45,442 (total contribution $151,474) and authorized submission of a 2025 Wellness Improvement Program grant request for $1,769.60 to reimburse drinking water and purchase an AED for a newly acquired county building.
The board approved conservation district director reappointment letters for Gene Mellott and Mark Knepper and authorized Marty Mettille to serve as Fulton County’s advisor for America250PA events in the county, directing a letter to Kelly Leighton at America250PA. The board approved a request from the Fulton County Association of Township Officials to plant a commemorative tree on the courthouse lawn as part of America250PA activities.
The meeting included a brief executive session for legal matters and a range of staff briefings. The commissioners adjourned at 11:45 a.m.
