Bay Minette City Council approves $699,842.34 in payables; OKs two ordinances on first reading and seven resolutions

Mayor Robert A. Wills called the meeting to order at 6:00 p.m. and led council business. Councilmember Pete Sellers moved to approve the consent agenda, including the Oct. 17 minutes; Councilmember Matt Franklin seconded and the motion carried unanimously. Councilmember Mike Phillips moved to approve the payables of $699,842.34; Councilmember William Taylor seconded and the motion carried unanimously.
The council approved Ordinance 1014 on first reading, which would repeal Ordinance 699, which established a Police Department personnel system, and Ordinance 700, which established a merit system and personnel rules and regulations for the Police Department. Councilmember Mike Phillips moved the ordinance on first reading; Councilmember Matt Franklin seconded and the motion carried unanimously. The council also approved Ordinance 1015 on first reading to regulate the distribution of handbills; Councilmember Pete Sellers moved and Councilmember Franklin seconded.
Among the seven resolutions the council adopted were Resolution 1122-01, a rental fee waiver for the Bay Minette/Atmore Alumni Chapter of Kappa Alpha Psi, Inc., for use of the John F. Rhodes Civic Center on Feb. 18, 2023; Resolution 1122-02, authorizing submission of a grant application to the Alabama Department of Economic and Community Affairs (ADECA) for a Community Development Block Grant — Economic Development (CDBG-ED) for infrastructure improvements; and Resolution 1122-03, approving a single-source purchase of Lunar personal accountability devices and equipment for the Fire Department. The council also approved vehicle and equipment capital expenditures (Resolutions 1122-04 and 1122-05), purchases of computers and equipment for multiple departments (Resolution 1122-06), and a civic center fee waiver for a North Baldwin Chamber of Commerce Business @ Breakfast event (Resolution 1122-07). Each resolution was moved, seconded and carried unanimously.
Mayor Wills opened the floor for public comments; Joshua Brown addressed the council about community concerns (no specific outcome recorded). Councilmember Shannon Clemmons moved to adjourn; Councilmember William Taylor seconded and the motion carried unanimously. The minutes were attested by City Clerk Rita Diedtrich.
