Mayor Robert A. "Bob" Wills opened the meeting; Councilmember William Taylor offered the invocation and Councilmember Shannon Clemmons led the Pledge of Allegiance. Mayor Pro Tempore Mike Phillips was noted as absent. Wills also announced the death of Phillips' mother-in-law and asked members to keep the family in their prayers.
Under the consent agenda, Councilmember Pete Sellers moved to approve the minutes of the Dec. 4, 2023 council meeting and work session; Councilmember Matt Franklin seconded and the motion carried unanimously. The council then approved payables for Dec. 18, 2023, totaling $499,007.18. Franklin moved approval of the payables; Councilmember William Taylor seconded; the motion carried unanimously.
