Judge Horacio Wheelock seeks appointment to Nebraska Employee Retirement Board

Horacio Wheelock, a Douglas County District Court judge, told the Nebraska Legislature Systems Committee he is seeking formal appointment to the Nebraska Employee Retirement Board and provided a summary of his background.

Wheelock said he was born in Managua, Nicaragua, immigrated to the U.S. in 1980, became a U.S. citizen while in high school and later earned degrees in finance and economics and an MBA, followed by a law degree from Creighton. He described work as a prosecutor in Miami, a period in private practice and more than a decade serving as a judge.

Committee members asked whether Wheelock remains an active judge and whether he could meet board meeting obligations. Wheelock said he is currently serving on the Douglas County District Court bench and has blocked off the third Monday of every month to accommodate board meetings beginning in April; he also said he has met with staff (Tyler Cummings) to coordinate scheduling.

Chair Senator Beau Ballard asked if there were any supporters, opponents or neutral testifiers; the chair recorded no in‑room proponents or opponents, no online comments and no ADA testimony for the record. The committee closed the appointment portion of the hearing after members’ questions and thanks to Wheelock.

The committee did not record a formal vote on the appointment during this hearing.
