Council reappoints senior staff, swears in four councilors and selects Mayor Pro‑Tem

At the July 11 meeting City Council completed its reorganization and a set of routine appointments.
Judge Carolyn Thompson administered oaths of office to newly elected council members Sara M. Coffey, Garry D. Daeke, Ola Thorpe‑Cooper and Lamont Noel. Coffey thanked supporters and pledged to continue serving Henderson.
Council then voted to appoint E. Terrell Blackmon as City Manager, D. Rix Edwards as City Attorney and Esther J. McCrackin as City Clerk. The motion to appoint those officers passed on a recorded vote: Yes—Marion B. Williams, Sara M. Coffey, Lamont Noel, D. Michael Rainey, Melissa Elliott, Garry D. Daeke, Ola Thorpe‑Cooper and Jason A. Spriggs. No: none.
Council used written ballots to select the mayor pro‑tem. City Clerk Esther McCrackin collected ballots and, in the presence of the City Manager, the results were announced: Sara M. Coffey received six of the eight votes and will continue as Mayor Pro‑Tem; one vote each was recorded for Council Members Rainey and Williams.
These changes were procedural and were accepted by unanimous or majority votes as recorded in the meeting minutes.
