Council appoints city clerk, approves ordinances and budget amendments

Henderson City Council on Feb. 13 unanimously confirmed several administrative actions and ordinances and approved budget amendments.
Tracey Kimbrell was appointed City Clerk by unanimous vote after City Manager Edward T. Blackmon recommended her for the position; Mayor Eddie Ellington administered the Oath of Office. The council approved Ordinance 23-05 designating a no-parking zone along the unimproved portion of Wilson Street adjacent to 555 High Street following a Technical Review Committee recommendation; Councilmember Jason A. Spriggs moved the ordinance and Councilmember D. Michael Rainey seconded.
The council approved Ordinance 23-04 as Budget Amendment #10 to transfer funds from the CIP General Fund and General Reserves for payment of McGregor Hall HVAC installation. Blackmon explained the system required immediate attention and that costs are to be split between county and city according to ownership percentage; the minutes indicate the split is roughly 80% County and 20% City and that the County will reimburse the City for its share. Councilmember Garry D. Daeke moved the McGregor Hall item for separate consideration; Councilmember D. Michael Rainey seconded and the measure passed unanimously.
Consent agenda items approved included a transfer of funds from the General Fund balance to the PARTF grant for work on S. William Street and Montgomery Street Park (Ordinance 23-03), land surveying for a splash pad listed at $3,000, and tax releases/refunds for December 2022 totaling $11,052.72. Council approved the adjusted consent agenda after a motion by Councilmember Sara M. Coffey and a second by Councilmember Lamont Noel.
