At a Sept. 25 work session the Camp Verde Mayor and Council discussed whether to allow retail marijuana in town limits and directed staff to conduct a community survey and return with examples from nearby jurisdictions. Economic Development Specialist David Meyer told the Council that state law (Proposition 207 and A.R.S. 36‑2864) prevents towns from imposing taxes on marijuana beyond the ordinary transaction privilege tax (TPT); the state also imposes a 16% excise tax (A.R.S. 42‑5452) earmarked largely for public safety.
Meyer and Town Attorney Trish Stuhan explained that dispensary retail sales to consumers remain subject to the regular local TPT rate but that grow facilities generally sell to dispensaries (sales for resale) and therefore are exempt from TPT. Staff suggested the Town could explore a…
