Camp Verde continues public hearing on proposed livestock ordinance until Nov. 13 after mixed public reaction and missing packet materials

Town Manager Miranda Fisher and Town Planner II Cory Mulcaire reopened a public hearing on Nov. 6 on Ordinance 2024-A494, a proposed repeal-and-replace of Section 305.1 (Livestock Regulations). The ordinance originated from a work group and was revised following Planning & Zoning review; staff presented the history of the drafting process and why revisions were proposed.
The public hearing attracted numerous residents presenting a range of views. Supporters argued the revised ordinance would clarify rules and modernize point allocations; several presenters asked for higher permanent adjustment levels, different point allocations for smaller livestock and expanded manure setback requirements. Opponents urged the council to retain the existing ordinance, saying the proposed changes would advantage a small portion of residents or undermine the town’s rural character. Some commenters also said materials referenced in the council packet had not been provided to the public.
Mayor Dee Jenkins and Vice Mayor Marie Moore asked staff to supply a clear packet showing the Work Group’s original draft, staff edits, Planning & Zoning changes and Commissioner Foreman’s suggested amendments (the latter had not been included in the packet earlier). Town Attorney Trish Stuhan reminded the council that the code can be amended again later and that nonconforming status could apply depending on final changes.
Council agreed to continue the hearing to a special Nov. 13 session to allow staff to include the missing materials, to provide links or packet access for public review and to incorporate Council feedback prior to a final vote. On a motion by Councilor Cris McPhail, seconded by Councilor Jackie Baker, the council continued the public hearing to Nov. 13 at 5:30 p.m. (roll-call vote 6-0, Councilor Robin Godwin absent).
