Camp Verde council authorizes Heritage Pool project to go out to bid after $610,000 equipment estimate

Mayor Dee Jenkins and the Camp Verde Town Council on Nov. 6 voted to authorize staff to place the Heritage Pool restoration project out to open bid after staff presented a cost estimate for replacement equipment.
CIP Project Manager Martin Smith told the council that staff solicited input from three companies and compiled an itemized bid tab estimating about $610,000 to replace pool equipment (the slide was excluded from that estimate). Town Manager Miranda Fisher said staff identified $417,000 of capacity by delaying selected American Rescue Plan and Capital Improvement Program projects and noted that the town would pursue partnerships and other funding sources to close any remaining gap.
The Parks and Recreation Commission reviewed the proposal and unanimously recommended sending the project out to bid and budgeting capacity to hire a pool manager in fiscal year 2026. Vice Mayor Marie Moore urged a forward-looking approach, saying the town should complete the project in full and consider extending the pool season if operations are expanded. Councilor Jackie Baker asked about lifespan and whether a new pool might better serve the community; Town Manager Fisher said a Parks and Recreation Master Plan request for proposals will be on the Nov. 20 agenda to provide broader planning data.
Staff reported specific CIP items they proposed delaying to free up funding, including $200,000 for a court addition and smaller amounts for a CVMO brick building, sewer extension and other items. CIP Manager Smith also outlined costs that would add if a new slide were ordered: $120,000 for the slide, $40,000 installation and $15,000 freight, which would raise the total closer to $800,000.
On a motion by Councilor Cris McPhail, seconded by Councilor Wendy Escoffier, the council approved sending the project to bid. The motion passed on a roll-call vote of 6-0 with Councilor Robin Godwin absent.
Council directed staff to return with bid materials and to include funding options; staff emphasized that the final cost depends on bids and that additional public partnerships or grant opportunities could be pursued.
