Miramar awards $250,000 contract to develop citywide stormwater master plan

The City Commission voted Jan. 21 to award request for qualifications 25‑07‑33 to Kimley‑Horn Associates, Inc. for $250,000 to develop a citywide stormwater master plan funded by an FDEP grant.
Engineering Manager Marilyn Macri told the commission the plan will follow FEMA best practices to establish existing system conditions, identify recurring flood‑risk areas, produce preliminary designs for three capital projects and include public outreach and stakeholder engagement. The plan covers the entire city and will support long‑range capital planning.
Commissioners asked whether the plan would change FEMA flood‑zone designations; Building/Planning official Nixon Lebron explained FEMA controls flood‑zone mapping and that the master plan and an upcoming flood‑plain management plan would work in tandem to reduce flood impacts and could improve Community Rating System (CRS) ratings over time, but would not by itself remove a property from a flood‑zone map.
Staff said some earlier phases of work may require revisions because standards have changed and rainfall patterns have intensified.
The commission approved the award unanimously and asked staff to schedule outreach and coordinate with related flood‑management efforts.
