Mr. Wilson, co‑chair of Edmond’s Budget Reform & Fund Structure Committee, briefed the council on the committee’s work and recommendations after about ten meetings since mid‑2025.
Wilson said the citizen‑led group focused on budget format and public presentation, recommended a consistent reporting structure so residents can "see the money in, see the money out," and proposed checkpoints in the budget development calendar (October, December, January and April) so council can set growth assumptions early. The committee also recommended maintaining current practice around purpose‑based budgeting while exploring options permitted under state law and developing a clearer transfer policy and reserve structure for future council action.
Councilors praised the citizen effort and asked staff to incorporate attachments and transfer‑policy language into the next packet. The council agreed to continue the committee’s work through the finance committee and return a formal transfer policy recommendation at a future meeting.
