The Edmond Planning Commission on Dec. 2 approved several development items and recorded mixed outcomes on requests for variances.
Continuances and consent: The commission opened the meeting and voted 4–0 to continue the Bryant Brownstone PUD rezoning request (case Z20Five‑nineteen) at the applicant’s request. The general consent agenda was approved 4–0 and case PR25‑00017 was continued to the Jan. 12, 2026 city council meeting.
Caspian Lakes (deed certification and variances): Staff presented a deed‑certification and lot‑split request for Caspian Lakes north of E. 33rd Street. The applicant requested two variances to connect to city water; development engineering staff did not support the variances. The commission voted against each variance (both failed 1–3) but then voted 4–0 to approve the underlying case (DD24‑8) without the requested variances; the case advances to city council on Jan. 12, 2026.
Take 5 oil change (SP24‑00022): The commission approved a right‑of‑way variance 3–1 and then approved the Take 5 site plan 4–0. Staff noted a corrected parking count on the plan (a missing space in the packet) and recommended approval; the applicant said the variance is essential to fit required site features on the small lot.
Graves Golf Academy (SP24‑00005): The commission approved a site plan for an entry drive and parking lot for Graves Golf Academy by a 4–0 vote; the application covered only the drive and parking, not building structures.
Easement closing (ES25‑00005): The commission approved closing a 10‑foot unused utility easement at 5908 Calcutta Lane 4–0 so the owner may construct a pool. An adjacent neighbor asked whether utilities or neighboring properties would be affected; the applicant representative said the closure would not affect the neighbor and cited similar adjacent closures.
Next steps: Items that passed will move to city council on Jan. 12, 2026. The Gardenia Apartments site plan did not pass after a 2–2 tie; that item requires further review or revision.
