Camp Verde council approves High View at Boulder Creek subdivision, zoning change and final plat

The Camp Verde Mayor and Common Council on Oct. 2 unanimously approved a series of actions clearing the way for the High View at Boulder Creek planned-area development (PAD), including a 167-lot preliminary plat, a zoning map change and a 161-lot final plat for the project’s next construction phase.
Town Planner Cory Mulcaire presented the PAD materials and told the council staff had completed required development-standard reviews and pre-application meetings. Applicant Jeremy Bach summarized the filing as part of the PAD’s second subdivision phase, saying, “this was just part of the PAD and the second phase for the subdivisions.”
Council discussion focused on site details and maintenance. Councilor Wendy Escoffier asked whether a proposed detention basin would be grass or open space; Bach said it will be grass open space maintained by the homeowners association. Town Manager Miranda Fisher confirmed the property is subject to a development agreement entered into June 5 with the owner.
The council took separate motions on the items: approval of Resolution 2024-1145 (preliminary plat), approval of Ordinance 2024-A496 (rezoning a parcel to C2-PAD), and approval of Resolution 2024-1149 (final plat). Each motion carried 6-0 (Council Member Jackie Baker recorded absent).
The approvals authorize subdivision development to proceed under the PAD and development agreement terms; any building permits, grading and infrastructure work will follow standard permitting and inspection processes before construction begins. The town noted a grading permit for the main road and water line has already been issued and a homebuilder is lined up for the subdivision’s next stage.
The council did not receive public testimony during the required public hearings for these items. Council members who moved and seconded the motions included Vice Mayor Marie Moore, Councilor Wendy Escoffier, Councilor Robin Godwin and Councilor Cris McPhail during the separate votes. The items will be implemented according to the PAD and development agreement requirements.
