Canton board approves new special-event rules, co-sponsors Chestnut Mountain race and adopts CDBG policies

The Mayor and Board of Aldermen/women of the Town of Canton voted July 25 to revise the town's Special Event Policy, co-sponsor a Chestnut Mountain trail race and adopt multiple policies required for the town's Community Development Block Grant (CDBG).
Interim Manager Stinnett told the board the Special Event Policy changes shorten notification windows โ from 120 days to 60 days for new events and to 45 days for recurring events โ and add language allowing the town to require the hiring of off-duty police for recreation-area events (the policy applies to all recreation facilities except Chestnut Mountain). "The policy updates include lowering the 120-day notice to 60 days for new events and 45 days for recurring events," Stinnett said. Alderman Shepard moved to approve the revision; Alderwoman Mull seconded and the motion passed with all members present voting in favor.
Recreation Director Sam Dunbar asked the board to co-sponsor the second Chestnut Mountain trail race, scheduled for Oct. 20, 2024; the 20K will start at 9:00 a.m. and the 10K at 9:30 a.m. "The Event would be October 20, 2024, with the 20K starting at 9:00 a.m. and the 10K starting at 9:30 a.m.," Dunbar said. The town will provide use of Chestnut Mountain and the fire department agreed to have personnel on site. Alderman Shepard moved to approve co-sponsorship; Alderman Hamlett seconded and the motion passed unanimously.
Finance Officer Natalie Walker presented two amendments to the adopted budget. One amendment provides funding for the Chestnut Mountain maintenance contract; the second transfers existing funds into a newly created "Municipal Vehicle" line item. The board voted in favor of both amendments; Walker said the transfer did not increase the overall budget.
Stinnett also presented several policies the town must adopt to meet CDBG requirements, including an Environmental policy; Equal Opportunity and Procurement; a Fair Housing Plan; Section 3 and Section 504 plans; a Language Access Plan; an Analysis of Impediments; and a Request for Release of Funds. "These policies are required for the CDBG grant," Stinnett said, noting Town Planning Director Byron Hickox's role getting them on the agenda. Alderwoman Mull moved to adopt the policies; Alderman Shepard seconded the motion, and all voted to approve.
All motions in new business were approved by the four members present (Mayor Zeb Smathers, Alderwoman Mull, Alderman Hamlett and Alderman Shepard); Alderwoman Proctor was absent. The board scheduled its next regular meeting for Aug. 8, 2024, at 6:00 p.m. at Town Hall.
