Canton board approves ordinance updates, traffic changes and flood budget amendment

The Town of Canton’s mayor and Board of Aldermen/women approved multiple routine but consequential items at a Sept. 26 special meeting, voting unanimously on ordinance updates, traffic-safety changes and a budget amendment tied to flood response.
Ordinance amendments approved by the board included a revision to Part 8, Chapter 6, Section 8-6015 (Accumulation of Weeds and Refuse) intended to give town staff additional enforcement authority; the motion to approve was made by Alderman Hamlett and seconded by Alderwoman Mull and carried on a recorded voice vote. The board also approved changes to Part 5, Chapter 1, Article C (Backflow and Cross Connection Control) following a state recommendation and ORC review; that motion was moved by Hamlett and seconded by Mull and passed unanimously. Another code change, amending Section 8-6014 to address trespassing at Chestnut Mountain, was presented by Chief Sluder to allow civil penalties when the park is closed; Alderwoman Proctor moved approval, Alderwoman Mull seconded, and the motion passed.
On traffic safety, the board approved a 3-way stop at the Smathers and Williams Street intersection and a 4-way stop at Pharr and Poplar Street after Chief Sluder noted increased traffic and more families with small children in the area; both motions were moved by Alderwoman Mull and seconded by Alderman Shepard and were adopted.
Financially, Interim Manager Stinnett presented a budget amendment to transfer funds from the general fund balance to the recreation fund to cover flood-related expenses; Alderman Hamlett moved to approve, Alderwoman Mull seconded, and the motion carried. The board also reviewed a notice to proceed for flood debris monitoring and removal that would allow the interim manager to enter a contract if flood conditions materialize; the transcript does not record a mover, seconder, or a roll-call vote for that specific authorization.
A Trackless Train policy was presented for review and will return to the Oct. 10 meeting for further board consideration. The meeting concluded after a closed session called under N.C.G.S. 143-318.11; the board adjourned at 5:54 p.m.
