The City Commission unanimously granted an appeal Thursday allowing shingle roofing for a city‑led affordable‑housing infill project in the Palm Grove Historic District.
Victor Turner, director of Housing and Community Development, told the commission the department is acting as owner/developer for the project at 411 Northeast 69th Street, proposing three‑bedroom, two‑bath homes funded with general obligation bonds. Turner said construction costs are about $306,000 per unit and that requiring clay tile roofs would add roughly $20,000–$25,000 per unit.
The HEP board had required a clay tile roof as a condition; the department appealed to avoid the cost increase that could make the homes unaffordable. Turner said the surrounding neighborhood features shingle roofs and that the department believes a shingle roof will not harm the historic nature of the area.
Commissioners voted to grant the appeal and remove the HEP condition, citing the project's public purpose in creating owner‑occupied, affordable units. The commission recorded the motion as carried unanimously.
Housing staff said the homes are part of a first‑time homeowners program with sales near $300,000 for single‑family units and financing, second‑mortgage, and forgivable assistance to preserve affordability.
