Bay Minette City Council approves $200,201.95 in payables and a slate of ordinances and resolutions

The City Council of the City of Bay Minette approved payables of $200,201.95 and moved through a series of ordinances and resolutions during its Nov. 21, 2022 meeting at City Hall.
Mayor Robert A. Wills called the meeting to order. On roll call, the council recorded six officials present: Mayor Robert A. Wills; Councilmember Pete Sellers; Councilmember Mike Phillips; Councilmember Matt Franklin; Councilmember William Taylor; and Councilmember Shannon Clemmons.
Councilmember William Taylor moved to approve the consent agenda, including the minutes of the Nov. 7, 2022 meeting; Councilmember Matt Franklin seconded and the motion carried unanimously. The council then approved payables for Nov. 21, 2022 totaling $200,201.95 after a motion by Councilmember Mike Phillips and a second from Councilmember Shannon Clemmons.
The council considered three ordinances. Councilmember Matt Franklin moved to approve Ordinance 1014 on second reading to repeal Ordinance 699 (which established a personnel system for the police department) and Ordinance 700 (which established a merit system and personnel rules and regulations for the police department); Councilmember Shannon Clemmons seconded and the motion carried unanimously. Councilmember Pete Sellers moved to approve Ordinance 1015 on second reading to regulate the distribution of handbills; Councilmember Matt Franklin seconded and the motion carried unanimously. Councilmember Mike Phillips moved to approve Ordinance 1016 on first reading, repealing Ordinance 378 concerning the location of Alcoholic Beverage Control Board stores; Councilmember Pete Sellers seconded and the motion carried unanimously.
The council also approved a series of resolutions by unanimous vote. Actions approved included: assistance for the North Baldwin Chamber of Commerce's 40th Annual Christmas Fest (Resolution 1122-08); support for the North Baldwin Chamber and Alabama Career Center job fair scheduled Jan. 17–18, 2023 (Resolution 1122-09); requests for legislative annexation of several parcels identified by Baldwin County PPIN numbers (Resolutions 1122-10 and 1122-11); authorization of the Alabama Municipal Insurance Corporation broker selection agreement (Resolution 1122-12); termination of the web hosting agreement with Altegra Tech (Resolution 1122-13); authorization of a one-time pay incentive (Resolution 1122-14); an easement between the city and Alabama Power Company (Resolution 1122-15); and withdrawal from provisions of Resolution 0918-01 relating to county solid waste collection and disposal service (Resolution 1122-16). Motions for those resolutions were moved and seconded by councilmembers as recorded and each motion carried unanimously.
Mayor Robert A. Wills noted that no members of the public had signed in to address the council during the public comment period. Councilmember Shannon Clemmons moved to adjourn; Councilmember William Taylor seconded and the meeting adjourned. The minutes were attested by Mayor Robert A. Wills and City Clerk Rita Diedtrich.
