Bay Minette City Council approves parking ordinance, police vehicle capital expenditures and payables

Bay Minette Mayor Robert A. “Bob” Wills called the Oct. 17, 2022 City Council meeting to order and the council completed a slate of routine business, including multiple formal approvals.
On a unanimous vote, the council approved the consent agenda, which included the minutes of the Oct. 3, 2022 meeting and work session. Councilmember William Taylor moved to approve the consent agenda; Councilmember Matt Franklin seconded.
The council then approved payables for Oct. 17, 2022 in the amount of $267,488.91 after Councilmember Mike Phillips moved for approval and Councilmember Pete Sellers seconded. Mayor Wills presented the payables and the motion carried without opposition.
Mayor Wills asked for and the council approved Ordinance 1013 on second reading, a measure described at the meeting as repealing Ordinances 561A, 581, 767 and 837 and providing for the regulation of parking within the city. Councilmember Matt Franklin moved to approve Ordinance 1013 on second reading; Councilmember Shannon Clemmons seconded and the measure passed unanimously.
The council also approved Resolution 1022-07, authorizing capital expenditures for police vehicles. Councilmember Shannon Clemmons moved to approve the resolution and Councilmember Mike Phillips seconded; the resolution carried unanimously.
During the public comment portion of the meeting, community members Francis Ripp and Alec Barnett addressed the council regarding the death of Otis French Jr.; the minutes record their remarks but no formal action was taken. The meeting adjourned following a motion by Councilmember Mike Phillips and a second by Councilmember Matt Franklin.
The council’s announced upcoming events included a Homecoming Parade on Oct. 20, 2022 at 5:00 p.m. and a Community Pep Rally at 7:00 p.m.

Wills; Councilmembers Pete Sellers, Mike Phillips, Matt Franklin, William Taylor and Shannon Clemmons; City Attorney Scotty Lewis; City Administrator/Finance Director Tammy Smith; City Clerk Rita Diedtrich; Community Relations Coordinator Tina Covington; Police Chief Al Tolbert; officers Andy Taylor and Marcus Sledge of BMPD; Kristina Pittman, North Baldwin Chamber of Commerce Executive Director; and Jason Padgett, NBU Director. Several residents and guests were also present.
