Bay Minette City Council approves ordinances and capital purchases; resident opposes Vine Street vacation

The Bay Minette City Council met Dec. 5, 2022, at City Hall and approved several ordinances, resolutions and capital purchases while recognizing local youth football coaches and players.
Mayor Robert A. Wills called the meeting to order. After roll call, the council presented plaques to longtime youth football coaches Barry Hurst and Johnny Palmer and recognized the 8U Gray Football Team for finishing as runner-up in the Baldwin County Youth Football Division.
In routine business the council approved the Nov. 21, 2022 meeting minutes and work session minutes. Mayor Pro Tempore Mike Phillips moved to approve the payables presented for Dec. 5, 2022; Councilmember Shannon Clemmons seconded the motion, which the council carried unanimously. The transcript records the payables amount as "$318,93.64," which appears to be a transcription error and was not clarified in the meeting record.
On ordinance business the council approved Ordinance 1016 on second reading, repealing Ordinance 378 regarding locations of Alcoholic Beverage Control Board stores. Mayor Wills recused himself from that agenda item and temporarily left the chambers; Mayor Pro Tempore Mike Phillips officiated. Councilmember William Taylor moved to approve Ordinance 1016; the motion was seconded by Mayor Pro Tempore Phillips and carried unanimously among the remaining members.
Mayor Pro Tempore Phillips then opened a public hearing on Case Z-22007 (James Faulkner, Jr. Irrevocable Trust property), a request to rezone the parcel from B-2 to R-4. With no members of the public speaking during the hearing, the council closed the hearing and approved Ordinance 1017 on first reading; Councilmember William Taylor moved and Councilmember Shannon Clemmons seconded the motion.
The council also approved several resolutions: - Resolution 1222-01 in support of the Alabama Junior Rodeo Association (moved by Councilmember Pete Sellers, seconded by Councilmember Matt Franklin). - Resolution 1222-02 supporting The Chosen Outreach Ministry (moved by Councilmember William Taylor, seconded by Councilmember Matt Franklin). - Resolution 1222-03 to purchase a police vehicle from Stivers Ford Lincoln for $36,610.00 (moved by Mayor Pro Tempore Mike Phillips, seconded by Councilmember Pete Sellers). - Resolution 1222-04 awarding bid CB2023-02 for a used terrain cut mower to Beard Equipment for $34,887.00 (moved by Councilmember William Taylor, seconded by Councilmember Matt Franklin). - Resolution 1222-05 awarding bid CB2023-01 to SafeAir Corporation for a fire-station vehicle exhaust removal system for $117,918.00 (moved by Councilmember Matt Franklin, seconded by Councilmember Shannon Clemmons). All motions were seconded and recorded as carrying unanimously in the meeting minutes.
During the council/citizens comment period, Ray Davison spoke in opposition to a proposed vacation of property on Vine Street. The meeting record notes his opposition but does not record any council response or a formal action on the vacation.
The council adjourned following a motion by Councilmember William Taylor and a second by Councilmember Shannon Clemmons. The minutes were attested by Mayor Robert A. Wills and City Clerk Rita Diedtrich on Dec. 5, 2022.
