Mayor Zeb Smathers opened the meeting at 6:02 p.m. and credited town employees, volunteers and regional partners for the immediate response after the storm. "Bravo, Town Manager," the mayor said, praising Stinnett for coordinating operations during the flood.
In the manager's report, Lisa Stinnett described on-the-ground recovery efforts and thanked partner groups including 8 Days of Hope for setting up a shower trailer at the IP Sports Complex. She asked the board to waive permit fees for residents affected by the flood; the board approved the waiver on a motion by Alderman Ralph Hamlett, seconded by Alderwoman Mull, with all members voting in favor.
The board also approved three budget amendments tied to Helene-related expenses and adopted a Declaration for Emergencies with Exigent Circumstances to formalize the town's recovery posture. Manager Stinnett presented an NCDOT local agreement for residential debris removal; the board approved that agreement unanimously.
The meeting record shows extensive public- and private-sector support during the response: the Southwest Commission offered cleanup assistance and short-term community grants, and members of the 101st Airborne from Fort Campbell assisted at the town's distribution center.
The board scheduled its next regular meeting for Oct. 24, 2024. The meeting adjourned at 8:17 p.m.
