Hudson County commissioners urge coordinated plan for 595 Newark Ave demolition, new Brennan Courthouse and parking beneath proposed park

Hudson County commissioners used the May 20 caucus to press for a coordinated plan for the demolition of the 595 Newark Ave building, the opening of the new Brennan Courthouse, and the future park that is proposed for the 595 site.
Commissioner William O'Dea said the issue should be managed by a committee that includes county commissioners, city officials and community stakeholders to resolve concerns about demolition timing, retention of parking under the future park and interim parking for courthouse staff and visitors. "We need this to meet and understand," O'Dea said, calling for a fact sheet and committee to align county and city responsibilities.
Commissioner Albert Cifelli emphasized the need for an integrated approach, noting the new courthouse will reduce nearby street parking and asking what accommodations the county will provide for employees, prosecutors, lawyers and clients. "We can't build this ... edifice and then nobody can get there," Cifelli said, urging a cohesive committee between the county, the city and the community.
Commissioner Robert Baselice suggested engineering options that other cities use, including parking decks with active uses on top, and raised potential funding sources such as Green Acres and open-space funds. Commissioner Jerry Walker and others also flagged that current definitions and income thresholds tied to "affordable housing" do not reflect present rents and incomes, complicating any plan that pairs parking and housing.
Chairman Anthony Romano said County Executive staff will prepare a fact sheet and that county leaders will meet with the executive's office; Commissioner Yraida Aponte-Lipski confirmed the County Executive plans follow-up meetings with commissioners and community stakeholders.
The caucus record also includes administration presentations of bond resolutions related to park improvements and general obligation bonds for vocational-technical and county college projects (see agenda items). Commissioners asked for examples and cost estimates of parking decks with parks or housing above, and suggested looking at alternative parcels for structured parking to serve courthouse users.
What's next: Administration said it would prepare a fact sheet and meet with the county executive and commissioners; the Board signaled interest in forming an ad hoc committee and requested cost and feasibility studies for parking solutions and for any deck-with-park or park-with-housing concepts.
