Hudson County commissioners demand answers after youth services provider ceased operations, leaving months-long gap

Hudson County commissioners pressed administration on May 20 for a full accounting of a months-long gap in juvenile services after a contracted provider, Guazabara Insights, ceased providing services at the end of December 2024.

Commissioner William O'Dea said the Board approved Year Two of a Guazabara contract on Dec. 23, 2024, but that the vendor stopped providing services on Dec. 31 and then “simply ceased providing services,” leaving county officials and the Board uncertain about how many youths on probation lost access to required education and work-readiness programs. "The failure to notify us of something like this is, quite frankly, almost unforgivable," O'Dea said during the caucus.

Darice Toon, identified in the transcript as Director, told commissioners Guazabara “stopped at the end of December” and that, according to her account, the vendor did not provide advance notice sufficient to allow the county to avoid a gap while a new provider was procured. Toon said the county followed a required fair-and-open competitive procurement to name a replacement and that, to her knowledge, no youth were receiving services during the interim period.

Several commissioners pressed for specifics about the impact on individuals, whether any emergency coverage was arranged, and who in the county or the courts was notified. Commissioner Albert Cifelli asked when the county informed Assignment Judge Mainor; Toon said her staff would provide the date. Commissioner O'Dea requested Guazabara's quarterly reports for the prior year, a copy of the vendor's Feb. 5 correspondence referenced in the agenda, and all communications between department staff, Purchasing and the vendor from Dec. 23, 2024 through Feb. 5, 2025.

Alberico DePierro, identified as Assistant Hudson County Counsel in the meeting roll, told the Board the Law Department would review the contract for possible breach and pursue legal remedies if appropriate: "If a lawsuit has to be filed, then we will do so." DePierro said he would work with Director Toon "to review the contract because if there is a breach of contract claim, then it should obviously be prosecuted."

Commissioners also questioned why it took months to complete the replacement procurement after the county received proposals in mid-April. Director Toon said the county convened evaluation teams and proceeded through the law department's review and required board review, but commissioners said the timeline warranted a written explanation and immediate production of the records requested.

The Board instructed county staff to produce the requested documents and the date Judge Mainor was notified. The meeting record shows the Board approved a related procurement item on the agenda, a fair-and-open contract for the Juvenile Detention Alternatives Initiative (Strong Ones LLC, June 1–Dec. 31, 2025, $33,250), while commissioners continued to press staff for a full accounting of the earlier provider's withdrawal and its effects.

The county did not provide, in the recorded caucus discussion, a figure for how many juveniles were affected; that figure was not specified in the meeting record and appears to remain under review.

What's next: Commissioners asked staff to circulate the Feb. 5 vendor communication, Guazabara's quarterly performance reports, any procurement review notes, and the date Judge Mainor was notified. Assistant County Counsel said the Law Department would examine contractual remedies and report back to the Board.
