Bay Minette City Council updates peddling and business-license rules, rezones Graham property and approves $752,815.82 in payables

The Bay Minette City Council on Nov. 6 unanimously approved a package of ordinances and resolutions, authorized $752,815.82 in payables and recognized the Baldwin County High School flag football team.
Mayor Robert A. Wills opened the meeting at 6:00 p.m. and the council completed a roll call showing the mayor and five councilmembers present. Councilmember William Taylor moved to approve the Oct. 16 meeting minutes and work session minutes; Councilmember Matt Franklin seconded and the motion carried unanimously.
The council voted to approve payables totaling $752,815.82 after a motion by Mayor Pro Tempore Mike Phillips and a second from Councilmember Pete Sellers.
On ordinances, Councilmember Matt Franklin moved and Councilmember Pete Sellers seconded approval of Ordinance 1038 on second reading. Ordinance 1038 repeals and replaces earlier city ordinances (Nos. 576, 695, 714 and 757) that regulated peddling, soliciting and canvassing within the city. The council then approved Ordinance 1039 on second reading (moved by Mayor Pro Tempore Mike Phillips, seconded by Councilmember Shannon Clemmons). Ordinance 1039 repeals prior business-license ordinances (575, 672, 737, 737A, 737B, 796, 937 and 1012) and provides the City of Bay Minette’s Business License Code for 2023/2024 and each subsequent license year.
Mayor Wills opened a public hearing on Ordinance 1040 (Case No. Z-23006), a request to rezone the Graham property from M-2 (General Industrial) to B-2 (General Business). With no one present to oppose the rezoning, Councilmember Pete Sellers moved to approve Ordinance 1040 on first reading; Councilmember Matt Franklin seconded and the motion carried unanimously.
The council unanimously approved a set of administrative resolutions: Resolution 1123-01 authorizing disposal of Police Department surplus property; Resolution 1123-02 retroactively approving a waiver of Blackburn Park rental fees for the North Baldwin Literacy Council’s Oct. 21 Trunk or Treat fundraiser; Resolution 1123-03 granting the North Baldwin Chamber of Commerce Veterans Day assistance and waivers for the John F. Rhodes Civic Center and Blackburn Park for Veterans Day events; Resolution 1123-04 approving a redemption and withdrawal agreement with Paradigm Holdings, LLC; and Resolution 1123-05 consenting to and ratifying disposal of North Baldwin Utilities surplus property.
Mayor Wills recognized the 2023 Area 2 runner-up Baldwin County High School Flag Football Team and named coaches Tabetha Davis, Glenn Ray and Michael Hill, and listed team members in attendance.
There were no council or citizen comments recorded. Councilmember Matt Franklin moved to adjourn; Councilmember Shannon Clemmons seconded and the motion to adjourn carried unanimously. The meeting concluded the evening’s business.
