Bay Minette council approves ordinances, resolutions and $651,135.19 in payables

Bay Minette — The City Council of the City of Bay Minette unanimously approved a series of ordinances and resolutions and authorized payables totaling $651,135.19 at its Oct. 16 regular meeting at City Hall.
Mayor Robert A. Wills opened the meeting and the council first approved the consent agenda, including the Oct. 2 minutes. The council then approved payables for Oct. 16, 2023, in the amount of $651,135.19 after a motion from Mayor Pro Tempore Mike Phillips and a second from Councilmember Shannon Clemmons; the motion carried unanimously.
In ordinance business, the council approved Ordinance 1037 (Case No. Z-23005), rezoning the Koestler property on second reading under Section 11-52-1 through 11-52-85, Code of Alabama (1975). Councilmember Matt Franklin moved approval on second reading and Councilmember Pete Sellers seconded; the motion carried unanimously. The council also approved Ordinance 1038 on first reading to repeal and replace prior ordinances regulating peddling, soliciting and canvassing, and Ordinance 1039 on first reading to consolidate the City’s Business License Code for 2023/2024 and future years; both first-reading motions carried unanimously.
The council approved several resolutions, each by unanimous vote. Resolution 1023-08 authorizes a computer networking agreement with the Baldwin County Commission; Resolution 1023-09 authorizes an intergovernmental service agreement with Baldwin County to stripe and install raised markers on Dr. Martin Luther King, Jr. Boulevard within city limits. Resolution 1023-10 approves capital expenditures for the Bay Minette Police Department to purchase vehicles. Resolution 1023-11 adopts a revised Policies and Procedure Manual for the city and authorizes conforming actions. Resolution 1023-12 approves disposal of public property for the Recreation Department. Resolution 1023-13 grants Case TUP-23001, a temporary use permit for a temporary workforce housing development on the Koestler property. Resolution 1023-14 authorizes the city to apply for Edward Byrne Memorial JAG Fund grants through the Alabama Department of Economic and Community Affairs (ADECA) for law enforcement equipment. Resolution 1023-15 authorizes ABC permitting for Bay Minette Gazelle Mart at 303 South US Highway 31.
