Nelson County commissioners approve culvert purchase, multiple permits and agreements

Nelson County commissioners on May 7 approved a set of routine county actions including infrastructure purchases, multiple building permits, a tax abatement and intergovernmental agreements.
The board voted unanimously to follow the Nelson County Water Board’s recommendation and purchase a culvert for County Road 19 for $6,418.82. Commissioners also approved sharing a load of cutting edges from Butler Machinery with Benson County at an estimated cost of $18,000 to reduce freight and handling fees.
The commission approved building permits presented by Auditor Nathan Parks for Wild Prairie Pork LLP, Mitch Johnson, Gerald Johnson and Craig Tjepkes. Tax Director Michelle Linstad brought a tax-abatement request for parcel 21-0001-46226-800, which the board approved.
After a lunch recess, the board approved a Clerk of Court Funding Agreement and a memorandum of understanding between the Northeast Central Judicial District and the Nelson County Veterans Service Office. The Law Enforcement Center (LEC) Joint Powers Agreement was discussed but tabled for further research. States Attorney Jayme Tenneson proposed making the states attorney’s office assistant a full-time position; that personnel proposal was also tabled pending additional information.
Culvert procurement bids from True North Steel, ADS and Gilbertson’s were revisited and the commission moved to accept all bids. The April financial statements and the bills presented were both approved on roll call votes with all members voting yes.
Tenneson reported she researched the planned use of American Rescue Plan Act (ARPA) funds and concluded the proposed expenditures were allowable as originally budgeted; the transcript records this legal clearance but no separate vote on ARPA use is recorded. Commissioners provided short portfolio updates covering parks, sheriff department discussions, LEC building and grounds, and highway department matters before adjourning.
