Steele County approves preliminary budget, a new road hire and adopts Emergency Operations plan

The commission approved a preliminary budget with less than a 1% levy increase, authorized hiring an additional full-time road employee at $15/hour starting Sept. 1, 2018, and adopted the county Emergency Operations plan; the board also signed a $4,880 contract for courthouse bathroom design work and agreed to draft a support letter for Cooperstown Medical Center.
Steele County commissioners approved the preliminary 2019 budget and proposed levy with a less-than-1% increase and set a public budget meeting for Sept. 17 at 6:30 p.m.
On personnel, the board approved adding a full-time position in the Road Department at $15 per hour effective Sept. 1, 2018 (motion by Commissioner Richard Strand, seconded by Commissioner Ted Johnson; unanimous).
Road Department office manager Ben Gates presented the Emergency Operations plan and the commission voted to adopt and sign it (motion by Commissioner Strand, seconded by Commissioner Russell Walcker). Gates also reported on an insurance claim denial for a tower antenna (Finley Fire will be responsible for repair) and that he will seek a third-party grounding estimate for the next meeting. The board discussed replacing the courthouse generator with an automatic transfer option; a prior quote was about $10,000.
Auditor Emily Wigen noted staff concerns about interactions with the Steele County Press and will request a different press contact. The commission approved drafting and signing a letter of support to Cooperstown Medical Center. The board also signed a contract proposal with Hepper-Olson for courthouse bathroom remodeling design services in the amount of $4,880 and asked staff to solicit additional proposals and consider separate 1st- and 3rd-floor projects.
Commissioner Randy Richards left the meeting at 11:48 a.m. The meeting adjourned following these items.
