Commissioner Russell Walcker moved to approve Change Order #1 for County Road 23 west, and Commissioner Ted Johnson seconded; the motion passed with all members voting yes. Later, Commissioner Richard Strand moved and Commissioner Randy Richards seconded to approve additional pay estimate #2 for Central Specialties in the amount of $131,154.76 and to suspend damages from Oct. 31, 2018 through May 15, 2019, weather permitting; that motion also passed unanimously.
The board also heard an estimate from Interstate Engineering for repair of the Windloss bridge; engineer Mike Bassingthwaite and Road Superintendent Reed Oien estimated roughly $35,000 in materials and labor to complete the repair. Johnson's Stock Farm asked that Lakeside Construction gravel and bill them for about one mile on County Road 20; the minutes record the request as a private arrangement.
At 9:35 a.m. the commission entered executive session under N.D.C.C. 44-04-19.1(9) to discuss a dispute involving Knife River and County Road 23 and reconvened in open session at 10:32 a.m. Following reconvening, the board approved the motion made in executive session; States Attorney Stock was directed to follow up with the North Dakota Insurance Reserve Fund regarding outstanding issues.
Road Superintendent Reed Oien presented requests to purchase a new sign truck and a new snow plow for the road department; the commission tabled both purchases until its January meeting so Oien could gather additional research. Separately, the board approved signing the 2019–2020 tractor lease with John Deere after a motion by Commissioner Strand and a second by Commissioner Johnson.
Next steps: the commission instructed the States Attorney to pursue insurance follow-up on issues discussed in executive session and deferred final decisions on the sign‑truck and snow‑plow purchases until January so staff can prepare more information.
