Board approves November recurring warrants, agrees to early holiday closure and moves into closed session

At the Nov. 27 King and Queen County Board of Supervisors meeting, J. L. Simpkins moved and D. H. Morris seconded a motion to approve the county's November recurring warrants "subject to audit." The motion passed with AYES recorded from J. L. Simpkins, R. F. Bailey Jr. and D. H. Morris; Supervisors S. C. Alsop and J. M. Burns Sr. were absent.
During staff reports, Ms. Seay said the county's annual staff holiday event is scheduled for Tuesday, Dec. 19 and that the planning team requested an early closure of county offices to allow staff participation. The Board reached consensus to close county offices at 3:00 p.m. on Dec. 19; the minutes record a consensus rather than a formal vote.
Later in the meeting, Chairman R. F. Bailey Jr. moved and Ms. Morris seconded that the Board enter a closed meeting under Va. Code § 2.2-3711(A)(8) to consult with legal counsel on one or more contracts for the construction of King and Queen Elementary School, and under Va. Code § 2.2-3711(A)(6) to discuss purchase of library collection materials where public disclosure could harm the county’s bargaining position. The motion identifying the statutory exemptions passed.
Following the closed meeting the Board returned to open session and Mr. Bailey moved that each member certify, under Va. Code § 2.2-3712, that only matters lawfully exempted were discussed and that no action was taken in the closed meeting. The certification passed with AYEs from Simpkins, Bailey and Morris and no NAYS recorded.
Ms. Morris moved and Mr. Simpkins seconded to adjourn; the Board adjourned at 6:50 p.m.
