Council approved Resolution 23-24 to assist the Vance County Housing Authority in preparing a SHARP grant application that could bring up to $4.2 million to build at least 10 duplex units for people experiencing or at risk of homelessness; city staff confirmed the city retains land control if the grant is not awarded.
The Henderson City Council unanimously approved Resolution 23-24 on July 10, 2023, to support a SHARP (Supportive Housing American Rescue Plan) grant application led by the Vance County Housing Authority.
City Manager E. Terrell Blackmon said Housing Authority Executive Director Bonita Hawkins requested the city’s help identifying land suitable for a duplex development of at least 10 residential units intended for people who are homeless or at risk of homelessness. City staff visited lots on Rock Spring and Powell streets and reported those sites were found acceptable by the North Carolina Housing Finance Agency (NCHFA), enabling the Housing Authority to proceed with a grant application. Manager Blackmon said the project is eligible to receive up to $4.2 million.
Councilmember Garry D. Daeke asked whether the city would retain control of the land if the grant application failed; Manager Blackmon said the city would retain control. Councilmember Melissa Elliott moved approval of Resolution 23-24; Councilmember Marion B. Williams seconded and the resolution passed unanimously.
The resolution authorizes staff to assist with land inventory and the grant application process; final project design, funding agreements and long-term occupancy or operating arrangements would be addressed if the grant is awarded.
