Council approves consent agenda including Clean Water loan/grant, tax releases and retiree recognition

The Henderson City Council approved the Consent Agenda at its Nov. 13 meeting, adopting routine minutes and financial items and accepting two items of funding and personnel recognition.
Among the consent items, City staff recommended acceptance of a North Carolina Clean Water Revolving Loan and Grant from the NC Department of Environmental Quality Division of Water Infrastructure (NCDEQ DWI) to fund Sandy Creek Basin Sewer Rehabilitation to address inflow and infiltration issues. City Manager Edward T. Blackmon presented the offer from NCDEQ DWI as part of the consent packet. The consent agenda also included tax releases, refunds and discoveries for September 2023 totaling $5,741.65 and corrections/refunds of $77.13, as detailed in the packet.
The council also approved awarding a departmental handgun and badge to Police Lieutenant Angela Feingold upon her retirement effective Nov. 1, 2023; the action was taken in keeping with the city’s tradition and cited NCGS § 20-187.2. The Mayor and City Manager expressed appreciation for Lt. Feingold’s 29 years of service. Councilmember Melissa Elliott moved to approve the Consent Agenda; Councilmember Marion B. Williams seconded and the motion passed unanimously.
These consent approvals authorize staff to accept the NCDEQ loan and grant offer and to process the listed tax releases, refunds, and retiree recognition per cited statute.
