Henderson council approves federal funds transfer to buy TruNarc handheld narcotics analyzer for police

The Henderson City Council on Sept. 11 approved Ordinance 23-19, a budget amendment transferring Federal Treasury funds to Police capital outlay to purchase a TruNarc™ handheld narcotics analyzer for FY 2023–24.
City Manager E. Terrell Blackmon introduced the item and Police Chief Marcus Barrow explained the device’s purpose and benefits. Barrow said the analyzer will detect fentanyl and noted that about five years earlier the department halted field narcotics testing to protect officers from fentanyl exposure. He added the device is expected to speed federal prosecutions by providing faster preliminary identification of controlled substances.
Councilmember Melissa Elliott moved approval; Councilmember D. Michael Rainey seconded. The motion passed unanimously. The minutes record that Councilmembers Williams, Noel and Thorpe-Cooper were absent.
