Henderson council approves rezoning of 0 Garrett Road to allow denser single-family development

The Henderson City Council on Sept. 11 approved Ordinance 23-20 to rezone roughly 42 acres at 0 Garrett Road from R15 (moderate-to-low density residential) to R8 (higher-density residential).
City Manager E. Terrell Blackmon reported the Planning Board held a public hearing Aug. 21 and raised no objections. True Homes representatives — consulting engineer Clay Matthews and company representative Sean Johnson — told the council the intent is a single-family subdivision. Matthews said the parcel already has water and sewer availability; the petitioner has contracted a consultant to identify graves using ground-penetrating radar and pledged to preserve a one-acre family cemetery with a protective buffer and continued family access.
Councilmember Garry D. Daeke expressed concern about cemetery access, perimeter protection and future emergency access; he also raised questions about the Sandy Creek basin. Blackmon said stormwater work at Sandy Creek is being addressed through a $5 million grant and a $2.5 million 0% interest loan intended to address inflow and infiltration and related stormwater matters.
Councilmember Melissa Elliott moved approval of Ordinance 23-20; Councilmember D. Michael Rainey seconded. The motion carried unanimously with Councilmembers Marion B. Williams, Lamont Noel and Ola Thorpe-Cooper absent. The ordinance is recorded in Ordinance Book 10, per the minutes.
