Henderson council approves sale of city-owned parcel on High Street; will advertise for upset bids

Henderson City Council voted unanimously on Jan. 8 to authorize the sale of a city-owned parcel described in Vance County tax deed book 1422, page 0140 (PIN 0021 01008) and to advertise for upset bids under N.C. Gen. Stat. § 160A-269 after receiving an offer from an adjoining property owner.
City Manager Blackmon advised that the offeror is the adjoining property owner’s relative. Councilmember Garry D. Daeke raised concern about historically accepting offers at a low percentage of assessed value and urged discussion of a policy at the upcoming council retreat. Councilmember Sam Seifert questioned why the parcel was described as Park Hill in the county tax record while the physical street location is High Street; City Clerk Tracey Kimbrell explained that legal descriptions on county tax records sometimes differ from mapped street locations.
Councilmember Sara Coffey moved approval of the resolution authorizing sale and advertising for upset bids; Councilmember Lamont Noel seconded the motion and it passed unanimously. The motion and minutes do not record a sale price or the offer amount, only that an offer had been received and that the clerk will proceed with the statutory upset-bid advertisement process.
