Summary
Henderson approved Ordinance 24-08 to amend Chapter 21 of the city code, clarifying building-permit requirements and aligning the housing code with North Carolina statutes after a sequence of fires revealed unpermitted repairs.
Development Services Director Corey Williams told the council the proposed amendments to Chapter 21 address fire, safety and compliance concerns and clarify when building permits are required. Williams said inspectors encountered recent cases where repairs were completed without the necessary building permits following a succession of fires, prompting the revision to align local standards with North Carolina statutes.
Councilmember Garry D. Daeke pressed for public outreach so homeowners understand changes such as permit requirements for electrical or other work that could increase amperage and thus trigger permitting under Sec. 21-27. City Manager Edward T. Blackmon and Mr. Williams agreed public notification is important.
Councilmember Michael Venable moved approval of Ordinance 24-08 to amend the Minimum Housing Code; Councilmember Sara Coffey seconded the motion and the ordinance was adopted unanimously. The ordinance is recorded in Ordinance Book 10.
The amendment clarifies compliance expectations and permit triggers; staff indicated they will pursue outreach to ensure residents know application requirements and the safety rationale behind the changes.
