EDMOND — The Edmond Planning Commission on Feb. 17 approved a planned-unit development rezoning (Z25-00024) for Cologne Holdings on the southwest corner of East 2nd and South University Drive and forwarded the matter to the City Council on March 9, 2026.
City staff described the roughly 1.5-acre proposal as restricted to residential townhomes with a maximum of six attached units, a minimum lot size of 2,496 square feet, two-story (35-foot) height limits, alley access and a requirement that at least one tree be planted in the front yard of each dwelling. Staff recommended approval under the Edmond Plan's urban neighborhood category.
Applicant representative Todd McInnis framed the proposal as consistent with the original neighborhood plat and said the owners hoped to revitalize the property. "The original plat in this neighborhood had these 6 lots...which oddly enough is exactly what my clients are building," McInnis said.
BJ Rice, a property owner with holdings in the Capital View neighborhood, said the rezoning could set a precedent that enables developers to replace historic houses with narrow, 35-foot-tall townhomes. "Our concern is that by establishing and proving the zoning changes... it's going to allow...19 feet to 22 feet size lots with 0 side setbacks," Rice said.
After public comment, the commission voted 4–0 to approve the PUD and forward it to City Council for final consideration on March 9, 2026.
