Planning commission approves Whataburger site plan for Covell and Sooner

EDMOND, Okla. — The Edmond Planning Commission on Feb. 3 approved a site plan for a Whataburger (SP25‑00022) at the southwest corner of Covell and Sooner.
City staff presented the project: a 1.2‑acre site with a single building of about 3,300 square feet and an 18‑foot maximum elevation. Staff recommended approval, noting façade materials would include brick veneer, fiber cement panels and a metal canopy.
Mohammed Khan of SMC Consulting, the applicant, said the site is adjacent to Panda Express to the west and Chick‑fil‑A to the east and that the plan complies with the applicable PUD requirements. There were no members of the public who wished to comment on the project.
Commissioner (S2) moved to approve the site plan; the motion was seconded and the commission approved the item by a 3–0 vote.
The approved site plan will move to the City Council hearing on Feb. 23, 2026 for final consideration under the city's review process.
