Commissioners approve 'Lexi's Cottage' PUD on 4th Street despite neighbor precedent concerns

EDMOND — The Edmond Planning Commission on Feb. 17 approved a planned-unit development rezoning for a property on 4th Street known in the hearing as 'Lexi's Cottage,' forwarding the request to the City Council on March 9.
City staff said the rezoning (Z25-9) would bring a nonconforming single-family property into compliance under the Edmond Plan's urban neighborhood category by restricting allowed uses to a duplex and an accessory dwelling unit and capping units at three. "The Edmond Plan...categorizes the subject property as urban neighborhood, and the proposed use is appropriate in this category," staff said.
Applicant representative Todd McInnis told commissioners the owners bought the property believing it had been used appropriately and are seeking to renovate it into a duplex with the existing accessory dwelling unit in the rear. "The idea is to bring this property into the conformance with what's going on at the property," McInnis said.
Neighbor and adjacent property owner Leroy Cartwright said he did not oppose the project but asked for language to avoid setting a precedent for similar rezoning in the area. "My only concern is setting a precedent for this rezoning..." Cartwright said.
After public comment the commission voted 4–0 to approve the rezoning and forward it to the City Council for final action on March 9, 2026.
