Commissioner Billy Thedford moved to approve Amendments #53 through #60 to Fund 101 and related items; Commissioner Nick Welch seconded the motion and the measure was carried by unanimous uplifted-hand vote with Commissioner Stephens recorded as absent. Finance Director Ralph Beck read the line-item details into the record, including transfers and grant set-ups.
Why it matters: the amendments reallocate existing line items and set up grant and capital project accounts the county needs to proceed with planned paving and park improvements. The commission also accepted a transfer into the highway fund and directed those funds to specific roads.
Among the specific allocations, the board approved a $155,248.25 transfer of new TVA impact funds for paving and repairs on Brayton Mountain Road ($25,248.25), Summers Home Lane and Rogers Road ($60,000), and Shut-In Gap Road ($70,000). The transfer to the highway fund was recorded as Amendment #4 to Fund 131 and was included in the sequence of budget votes taken during the meeting.
The commission also approved a separate allocation of $316,689.78 from the hotel-motel reserve account as the county’s matching funds for construction of the Abel Sports Complex soccer fields. That allocation was recorded as Resolution #25-12-99 and carried with the same vote pattern reported for the evening’s other consent motions.
Other routine business included approval of committee minutes (regional planning, medical center, budget and purchase & finance) and the county executive’s appointment of Villa Edwards to the North Utility District board with a term beginning in January 2026.
The commission adjourned after approving notary bonds for several applicants and completing the evening’s agenda.
