Steele County keeps 10% retainage on County Rd 23, approves change order and awards gravel contracts

The Steele County Commission on June 6 voted to maintain a 10% contractual retainage on the County Road 23 project, approved a change order to repair guard rail damage, and formalized multiple construction and graveling contracts for county roads.
Chairman Brian Tuite and the five commissioners unanimously approved a motion to send Knife River a letter keeping the 10% retainage after Knife River requested it be reduced to 2%. Interstate Engineering representative Mike Bassingthwaite told the board there is newly discovered guard rail damage to the County Rd 23 bridge estimated at about $2,500; Bassingthwaite said he will draft a change order to include that repair in the project scope. The commission later approved Change Order #3 with Industrial Builders for the bridge project.
The board also approved a Construction Engineering Contract with Interstate Engineering for $137,902 for the County Rd 23 West mill and overlay project. County staff and consultants noted Central Specialties is projected to begin work near Hope in mid‑July and start paving around Aug. 1; staff estimated culvert replacements for the project at approximately $40,000 and said the county will order culverts and identify which must be replaced. Chairman Tuite signed a notice to proceed for Central Specialties on the County Rd 23 West project.
Separately, gravel bids from Lakeside Construction and KRB were opened and awarded. The commission approved awarding County Rd 12, County Rd 10 and County Rd 15 to Lakeside Construction, and multiple segments including County Rd 9 (two sections), County Rd 6 (two sections), County Rd 1 and County Rd 8A to KRB, totaling 11 miles to Lakeside and 43 miles to KRB. The motion to award the graveling passed unanimously.
All motions recorded in the minutes carried with unanimous votes by the commissioners present. The actions aim to keep the County Rd 23 project on schedule while advancing maintenance work across the county’s road network.
