King and Queen supervisors approve $1.1M retroactive school appropriation, fund regional grant position and award telework center bid

The King and Queen County Board of Supervisors on Oct. 10 approved a series of budget and administrative moves, including a $1,100,421.94 retroactive appropriation to the School Fund and a $98,874.94 quarterly appropriation to the School Food Services Fund.
The board voted unanimously on the financial motions on a 3–0 roll call, with Supervisors S. C. Alsop, J. L. Simpkins and Chairman J. M. Burns recorded as voting yes; Supervisors D. H. Morris and R. F. Bailey Jr. were absent. The warrants and payroll for October 2023 were also approved subject to audit.
Separately, the board approved a contribution to the Middle Peninsula Planning District Commission to help fund a regional grant position, voting to participate at a level not to exceed $50,000 per year. County materials presented to the board said the position would cost between $30,000 and $50,000 annually depending on participating localities and could eventually help the PDC apply for and manage grants on members' behalf.
The board also voted to award the Telework Center construction contract to the lowest bidder, Connemara Corporation, pending a compliance review by Skanska. The award was approved unanimously on the record.
As part of transitioning away from the Pamunkey Library system, county staff recommended—and the board approved—appointing the Board of Supervisors to serve as the county’s interim library board until the county secures a statutory exemption from the Code of Virginia. County staff indicated that exemption would not be finalized until at least the conclusion of the General Assembly session in July 2024.
Public comment included a statement from Charles Thompson of the St. Stephens District who described a year-old accident involving his wife and a sheriff’s deputy and said he has not yet received any settlement from the county or its insurer; no resolution to that claim was recorded during the meeting.
