Fulton County commissioners on Nov. 25 approved a package of administrative actions including personnel changes, reappointments and vendor payments.
Commissioners accepted HR Administrator Mary Huston's proposal to amend Section 212 'Employee Benefits' of the county HR Manual; the motion was introduced by Commissioner Steven L. Wible and carried unanimously. The board also approved a motion by Commissioner Hervey P. Hann allowing Veteran Affairs Director Richard Newman to work the equivalent of 30 hours per week so he qualifies as a full‑time employee with benefits, citing additional state‑assigned duties related to the Disabled Veterans Real Estate Tax Exemption.
The board approved reappointment letters for Conservation District directors Gene Mellott and Mark Knepper and retroactively authorized Chief Clerk Stacey M. Shives to electronically execute Krivak Trust signatory documents related to the Treasurer's Office transition. Commissioners retroactively approved a travel request by Chief Clerk Shives to attend a PCHIPC membership meeting held Nov. 14.
Financial and procurement actions approved included ePayment Now dog license receipts totaling $2,363.50; a William Penn Printing invoice for $4,487.70; an Elect IT Solutions invoice for $9,854.00 for December IT staffing and support; and a HART license and support invoice for $11,815.00. Commissioners also approved a CCAP PCoRP final installment contribution of $45,442.00 (part of a total contribution of $151,474.00). Commissioner Bunch authorized Interim County Treasurer Amy Bishop to obtain a county credit card for the Treasurer's Office.
Other items noted in the minutes: a public bid opening produced no bids for sale of 119 North Second Street in McConnellsburg; county staff held a CDBG kickoff meeting (via Zoom) with SEDA‑Cog for the Warfordsburg Senior Center project; and commissioners approved a 2025 Wellness Improvement Program grant application requesting $1,769.60 to reimburse drinking water ($393.75) and an AED ($1,376.25) for 101 Lincoln Way West in McConnellsburg.
