Fulton County commissioners approve leases, payroll and administrative contracts

Fulton County commissioners voted Dec. 23 to approve a series of administrative and contractual items intended to maintain county operations and IT support.
Commissioner Randy H. Bunch called the meeting to order. The board approved the Dec. 16, 2025 meeting minutes and the Dec. 16, 2025 Retirement Board minutes on motions by Commissioner Bunch; both passed with "All in favor" recorded. Chief Clerk Stacey M. Shives presented fund-by-fund disbursements totaling $111,824.17 and the board approved payroll dated Dec. 26, 2025 in the amount of $145,032.44 on a motion by Commissioner Hervey P. Hann.
Rick Grissinger and Nelson Witmer, representing Elect IT Solutions (Witmer via Zoom), presented a proposed five-year lease for office space at 101 Lincoln Way West, McConnellsburg. The board approved a five-year lease at $250 per month to take effect when the space is available and executed SOW # ETM12042025-001 for IT staffing and support services.
The board also approved a CCAP PComp Contribution 1st Installment Invoice No. INVO62458 for $5,575.00 and a $784.22 quote from Amazon for a View Station for the Treasurer's Office, both motions passing unanimously. On personnel policy, the board approved a revision to HR Manual Section 213 ("Travel") that requires employees who wish to use a personal vehicle to submit a request to the commissioners in advance explaining why they are requesting use of their own vehicle.
