Fulton County commissioners adopt 2026 bylaws, reappoint officials and approve $229,387 in payables

Fulton County commissioners met on Jan. 6, 2026, and by unanimous votes adopted the board's 2026 bylaws, reappointed several county officials and authorities, set committee and board assignments for the year and approved $229,387.17 in accounts payable and $122,828.46 in payroll.
Commissioner Randy H. Bunch called the meeting to order. Commissioners Steven L. Wible and Hervey P. Hann and Chief Clerk Stacey M. Shives were present. Interim County Treasurer Amy Bishop and Fiscal Administrator Sue Reed provided an update on the Treasurer's Office during the meeting.
The board approved the Jan. 6 accounts payable in the amount of $229,387.17 on a motion by Commissioner Hervey P. Hann. The fund-by-fund breakdown included $53,157.03 in the General Fund, $75,662.44 in Capital Projects and smaller amounts across Liquid Fuels, Independent Living, SFC Evidence Based Practice, Law Library, 911, Act 13 Marcellus Shale Recreational and the Krivak Trust Fund.
Commissioner Hann also moved to approve payroll totaling $122,828.46; the motion carried unanimously.
On governance and personnel actions, the board adopted the 2026 Board of Commissioners bylaws under a motion by Commissioner Bunch, citing provisions in the County Code and the Act of Aug. 9, 1955 (16 Purdon, Sections 503 and 509 as amended). The board approved re-appointments and appointments for several positions: Solicitor Jim Stein & DSS Law; Chief Clerk Stacey M. Shives; Tax Claim Bureau Director Amy Bishop; Chief Assessor Melissa Gordon; Sealer of Weights & Measures (Pennsylvania Department of Agriculture); Director of Veterans' Affairs Richard Newman; and county engineers Keller Engineers and CES Engineering.
Commissioner Wible moved to approve re-appointments to the Bedford Fulton Joint Recreation Authority for Eric Weisbrod (term expiring Jan. 1, 2029), Paul Johnston (term expiring Jan. 6, 2030) and Greg Henry (term expiring Jan. 5, 2031). The board also reappointed Amy Bishop as Interim County Treasurer for 2026.
The commissioners designated committee and board assignments for 2026, naming membership and alternates across bodies including the Permanent Salary Board, County Treasurer Retirement Board, Assessment Appeals Board, Board of Tax Revision and Assessment, County Records Improvement Committee, Fulton County Family Partnership advisory and others. Additional committee listings discussed included the Criminal Justice Advisory Board, Huntingdon-Bedford-Fulton Area Agency on Aging Board, South Central Counties Solid Waste Agency and several Southern Alleghenies Planning & Development Commission committees.
On financial housekeeping, the board approved an RBA invoice in the amount of $7,957.31 on a motion by Commissioner Hann. Commissioner Bunch moved to appoint Michael Beatty as chairman of the Farmland Agricultural Land Preservation Board for 2026; that motion carried.
The commissioners held separate Annual Reorganizational Meetings for the Salary and Retirement Boards at 9:00 a.m.; separate minutes are on file. The meeting adjourned at 10:37 a.m. on a motion by Commissioner Hann.
