Fulton County commissioners approve routine bills, proclaim March Developmental Disabilities Awareness Month

Commissioner Randy H. Bunch, chairman of the Fulton County Board of Commissioners, called the Feb. 24, 2026 meeting to order and led the opening prayer and Pledge of Allegiance. Commissioners Steven L. Wible and Hervey P. Hann joined Chief Clerk Stacey M. Shives at the meeting in McConnellsburg.

The board approved the Feb. 17, 2026 minutes and voted to pay accounts payable totaling $205,405.27, with the General Fund accounting for $118,593.19 and other line items including Liquid Fuels ($2,088.33), SFC Technology Grant ($14,956.78), SFC Evidence Based Practice ($15,744.05), CDBG ($874.84), Act 13 Marcellus Shale Recreational ($1,326.13), Medical Assistance Transportation ($37,673.00) and Debt Service ($14,148.95). Commissioner Hervey P. Hann moved to approve the accounts; the motion was carried 'All in favor.'

Chief Probation Officer Dan Miller, who had been listed on the agenda, notified the board he must reschedule for training; Commissioners tabled his travel request until the March 3, 2026 meeting.

The board met with local service providers, county human services staff and community members to sign a proclamation designating March 2026 as Developmental Disabilities Awareness Month. Human Services Director Julie Dovey and representatives from Occupational Services Inc., The Arc of Franklin/Fulton Counties and Lupey Behavioral Services attended. The proclamation was approved unanimously; the document proclaims "March 2026 as Developmental Disabilities Awareness Month and do commend this observance to all of our citizens and recognize that Fulton County becomes a better place when people with and without disabilities come together to form strong, diverse communities, and knowing we are all One World, many Abilities!"

Human Services Director Julie Dovey also met with Franklin/Fulton Family Partnership HRSA Project Director Beth Bryant and Franklin/Fulton Drug & Alcohol Recovery Specialist Joe Bailey to discuss possible opioid-reduction initiatives; no funding decisions were recorded in the minutes.

John Schriever of Sideling Hill Financial provided a portfolio review for the Krivak Trust accounts and reported the two accounts "have made $161,000.00 since he started managing them." Commissioners accepted the report; no separate vote beyond receipt was recorded.

The board approved several county vendor and program payments and documents by motion: a Purchase of Service Agreement with Pressley Ridge (Child Welfare Services) effective Feb. 11–June 30, 2026; an Elect IT Solutions invoice for $10,198.00 for March IT staffing and support; the third CCAP PComp installment payment of $5,575.00 (of a total $22,300.00 contribution); a letter recommending MainStreet McConnellsburg apply for the T‑Mobile Community Grant to modernize downtown street lighting; and a Report of County Fee for Local Use Funds to PennDOT as presented by Chief Clerk Stacey M. Shives. Commissioners also approved an invoice from Huntingdon County for the remainder of the NTIA project contribution in the amount of $270,000.00 (noting $90,000.00 previously paid) and approved the 2026 Compensation Plan submitted by Services for Children Director Christine McQuade for state submission.

Elections Director and Recycling Coordinator Linda Doyle received approval to distribute a flyer and host electronics and appliances recycling days on March 18 (12:00 p.m.–5:00 p.m.) and March 21 (9:00 a.m.–1:00 p.m.) at 610 East North Street, McConnellsburg. The board adjourned at 11:15 a.m.
