Jasper County Board approves amended five‑year road plan, awards bridge beam contract and rejects training center bids

The Jasper County Board of Supervisors on March 3 approved an amended 2026 County Five Year Program (CFYP), adopted a county dust-control resolution and awarded a $15,500 contract to Townsend Crane Service LLC to pick and set beams for Bridge M03. The board also rejected all bids for the planned Law Enforcement Training Center after bids exceeded the project budget.
Chairman Thad Nearmyer presided over the meeting with Supervisors Cupples and Talsma present. Brandon Pollard, with IMPACT, opened the public portion of the meeting with an update on the nonprofit’s programs and services in Jasper County.
The board opened and closed a public hearing on vacating a right-of-way easement on S. 28th Ave. W. and then completed the public hearing process for the Amended 2026 CFYP. After the board voted unanimously to waive the second and third readings, Supervisor Cupples moved and Supervisor Talsma seconded a motion to approve the amended CFYP; the motion passed with Yeas Nearmyer, Cupples and Talsma.
In transportation actions, the board approved the Rock Creek State Park Roadway Maintenance Agreement with the Iowa Department of Transportation by unanimous vote. Nicole Williams, assistant to the engineer, presented three bids to pick and set beams for Bridge M03; bids were Townsend Crane Service LLC ($15,500.00), Cramer and Assoc., Inc. ($40,000.00), and Peterson Contractors Inc. ($78,000.00). The board approved the $15,500 bid from Townsend Crane Service LLC.
The board adopted Resolution 26-09, establishing policy and procedures for dust control application on granular surface roads in Jasper County; a complete copy is on file in the Jasper County Auditor’s Office. Minutes from the February 24, 2026 meeting were approved.
Maintenance Director Adam Sparks presented four quotes for a Grasshopper 900D mower (quotes ranged from $28,521.00 to $30,355.20). An invoice error listed a diesel mower; Sparks will request corrected quotes for gas models from all bidders and return with revised quotes at a future meeting. Sparks also reviewed bids for the Law Enforcement Training Center; because all bids exceeded the approved budget and would materially alter the project design, the board voted to reject all bids and return bid bonds.
The board adopted Resolution 26-10, a hiring resolution certifying the appointment of Lynette Doland as Secondary Roads Office Manager at a hire-in pay rate of $58,021 (Range 13, Step 1), effective March 17, 2026; the resolution is on file in the Auditor’s Office.
During a subsequent work session the board reviewed the county budget and discussed possible capital improvements to the Community Center. Dennis Simon informed the board of a change to the county’s legal representation to Hopkins and Huebner effective March 1, 2026; the board indicated a preference for retaining Brent Hinders and his new firm to continue representing Jasper County. Adam Sparks presented ideas for the county’s 250th Celebration and noted that purchases will depend on donations and that funding will be cut off at the end of April.
