Commissioner William “Mo” Morrow moved to approve the Feb. 10 minutes and Commissioner Ruben Ortega seconded; the motion passed 5-0. Commissioner Ortega moved to approve the Feb. 19 minutes and Commissioner Morrow seconded; that motion also passed 5-0.
