Council tables West Hinckley Unit 1 plat amendment, seeks pricing to improve turnaround

Hinckley Town Council tabled consideration of the West Hinckley Unit 1 Subdivision Amended Plat on Feb. 19, 2026, and directed staff to obtain pricing for grading and graveling an unimproved turnaround area. Council Member Ron Black moved to table the item; Council Member Skip Taylor seconded and the motion carried unanimously.
The plat amendment was presented by Joyce Barney. Council members discussed that the turnaround has been used since the subdivision was developed in the early 1980s but was never improved. Joyce Barney objected to being required to "bear the burden of a developer" for what she described as a prescriptive-easement road in public use for over 40 years. Town Attorney Todd Anderson advised the council that approval of the plat amendment could be conditioned on reasonable infrastructure improvements, such as grading and graveling the turnaround.
Council did not adopt the plat amendment at the meeting; instead it tabled the item pending cost estimates for the required improvements and will return the matter to a future agenda for formal action.
