Hinckley's Town Council unanimously adopted Ordinance 26-02-19 A on Feb. 19, 2026, formally adopting the town's 2026 General Plan Update, including its Future Land Use Map. Council Member Chris Mork made the motion to adopt the plan and Council Member Ron Black seconded; the roll-call vote was 5-0 in favor.
The adoption follows a Planning Commission recommendation and public input received at an open house and public hearing. Council Member Ron Black said three parcels that had been proposed for residential designation will remain commercial to honor the property owners' requests.
The council also discussed an updated Annexation Policy prompted by findings in the General Plan and indicated that the annexation policy will return for consideration at a future meeting. No amendments to the plan were recorded in the meeting minutes beyond the land-use designation clarification for the three parcels.
The ordinance takes effect as adopted; the council did not specify additional implementation steps during the meeting. The council approved the ordinance as part of routine new-business items during the Feb. 19 meeting and moved on to other agenda items following the vote.
