Bay Minette City Council approves routine spending, proclamations and resolutions; takes ordinance on first reading

The City Council of Bay Minette on Jan. 20 approved $436,829.02 in revised accounts payable, proclaimed January as Human Trafficking Awareness Month, approved multiple event and appropriation resolutions, and advanced Ordinance 1066 on first reading to revise city officer election and appointment procedures.
Bay Minette Mayor Joshua O. Brown called the City Council to order Jan. 20 at City Hall and the council quickly moved through routine business, approving minutes, a large accounts-payable batch and a slate of event and appropriation measures.
The council unanimously approved revised accounts payable totaling $436,829.02 after a motion by Councilmember Chris Norman Sr., seconded by Councilmember Tyrone Thompson. Mayor Brown also asked for and received unanimous approval of the Jan. 5, 2026 minutes after a motion by Thompson and second by Mayor Pro Tempore Pete Sellers.
Mayor Brown proclaimed January 2026 as Human Trafficking Awareness Month and presented the proclamation to Interim Police Chief Jimmy Stracener, who accepted it on behalf of the Child Trafficking Solutions Project and the Children's Aid Society of Alabama.
On the ordinance calendar, the council took up Ordinance 1066 on first reading. The measure, described by the mayor as rescinding Ordinances 985, 1047 and 1063, would establish the election and appointment procedures for city officers. Mayor Pro Tempore Pete Sellers moved to approve Ordinance 1066 on first reading; the motion was seconded by Councilmember Chris Norman Sr. and carried unanimously.
Councilmembers also approved a series of resolutions brought by the North Baldwin Chamber of Commerce and others, all by unanimous votes:
• Resolution 0126-16: a license-fee waiver for Halliday Park for the Chamber's Annual Crawfish Cook-Off on April 25, 2026, permission to apply for an Alabama ABC special events permit and provision of personnel assistance (moved by Matt Franklin; seconded by Mike Phillips).
• Resolution 0126-17: a license-fee waiver for Blackburn Park for the 44th Annual Christmas Fest (Dec. 11–12, 2026), personnel assistance and a special exception to Ordinance 1030 to allow Chamber personnel use of a Polaris (moved by Tyrone Thompson; seconded by Pete Sellers).
• Resolution 0126-18: a license-fee waiver for use of the John F. Rhodes Civic Center for various community events (moved by Matt Franklin; seconded by Chris Norman Sr.).
• Resolution 0126-19: a Pine Grove Elementary School license-fee waiver for Blackburn Park on March 7, 2026, to host an art show (moved by Tyrone Thompson; seconded by Mike Phillips).
The council approved two small appropriations: Resolution 0126-20, a $750 allocation to the Area Women's Action Group to be paid from contingency funds (Mayor $150; District 4 $100; District 5 $500), and Resolution 0126-21, a $500 appropriation to the Mutual Aid Cemetery Association from District 4 contingency funds. Both passed unanimously on motions by Councilmember Tyrone Thompson.
Other routine items approved unanimously included Resolution 0126-22 (disposal of surplus metal tables and chairs at City Hall), Resolution 0126-23 (appointments of Michael Watson, Terri Boutwell and Brady Hall to the Carol Hodgson Arena Advisory Board, terms to expire Jan. 20, 2030) and Resolution 0126-24 (disposal of a Holly Hills Municipal Golf Course surplus vehicle, a 2010 Dodge Charger).
Mayor Brown closed the meeting with a scheduling announcement: the council's March 16, 2026 meeting was rescheduled to March 23, 2026 because of the National League of Cities conference. No members of the public signed in for citizen comments. The meeting was adjourned by a unanimous motion from Mayor Pro Tempore Sellers.
